Singapore’s Modulus Model Offers Lessons for Flexible Biopharmaceutical Manufacturing
A visit to Sanofi’s Modulus facility in Singapore provided insights into modular biomanufacturing and the infrastructure, talent and investment ecosystem supporting modern biopharmaceutical production.

A Kazakhstan delegation visited Modulus Singapore, Sanofi’s biopharmaceutical manufacturing facility at Tuas Biomedical Park, to examine new approaches to flexible and technology-enabled biomanufacturing.
The facility is based on a modular production concept designed to enable manufacturing capacity to be adapted for different vaccines and biological products.
The visit focused not only on production technology, but also on the broader ecosystem supporting Singapore’s biopharmaceutical industry: purpose-built infrastructure, investment support, industrial planning, talent development and conditions designed to attract global life-sciences companies.
For Kazakhstan and Central Asia, this experience is relevant to discussions on the development of specialized biotechnology infrastructure capable of supporting research, pilot production, commercialization and industrial-scale manufacturing.
A future biotechnology hub would require these elements to be developed as an integrated system: research and commercialization capabilities, specialist training, laboratory and pilot infrastructure, manufacturing facilities and an investment-friendly regulatory environment.
The Singapore experience demonstrates that globally competitive biomanufacturing clusters are built through long-term coordination between government, science and industry.
For CABA, studying such models forms part of a broader effort to identify international practices that can be adapted to the economic and scientific conditions of Central Asia.
